A DOS handler for HTTP access.

|Description:||http-handler will enable users of the OS to access files from HTTP addresses through normally DOS functions. This enables all software to benefit from being able to open web-hosted files, and in particular, makes it incredibly easy for DOS and ARexx scripts to utilise such files or access increasingly common HTTP APIs.
The initial version will support HTTP and HTTPS (SSL via AmiSSL) v1.1 with the following:
Chunked transfer encoding
GZip compression (via z.library if available)
HTTP-Authentication (basic; user:pass@ notation)
Proxy server support (with basic auth)
Future versions will support WebDAV to allow shared web-hosted drives on WB.
