I think a 32bits icon editor should provide every functions that the one actually included in the OS.
One of the important feature in order to produce icons in Amiga style is the ability to add the Glow Effect, it's essential IMHO.

I'd like to see svg files used for icons, especially as OS4.1 has support for Cairo. Using svg would allow the user to select the size of icons to use etc without any loss of quality. It would be fairly easy to have a single svg file containing alternate images for selected/unselected etc.

Okey but that's outside the scope of this particular project. If you want you can submit a new project for creating a svg plugin for the icon system (use the submit button in the top menu). Once that is done the 32Bit icon editor can either be extended to handle svg icons or a new icon editor specifically made for svg could be created.
